Politically this seems to us much more

desirable than that the Chinese boys should seek a

knowledge of their mother tongue in the Chinese schools

themselves from teachers who are often fresh from the

problems and politics of China and who know little of

Malaya or of British rule. The recommendation in

Section 114 that facilities for English elementary

education should be increased has a two-fold purpose.

Firstly, it seems to us most desirable that English

education should be extended at least in the Straits

Settlements, for only 30 per cent of the boys in the

schools are receiving an English education.

Following our recommendation in Section 115, such an

extension will improve the average standard of

achievement in the English Secondary Schools.

11. We wish to draw attention to our belief that

the educational progress of the Malay race can be

expedited only by extending the facilities for

education of Malay girls. We received a number of

informative illustrations of the importance of this

matter during our tour. The Malay who has received

an English education either in Great Britain or in Malaya, seeks an English-speaking wife;
